Herewith we have the honour to enclose three

copies of a statement of the facts prepared by our Mr. Brutton

in connection with an order made and served upon us by the

United States Consular Court at Canton, China. The said order

was made during the proceedings on the prosecution of one Ri-

chard Toulmin for murder.

We have the honour to request that you will

lay a copy of this statement before His Excellency the Govern-

or Sir Henry Blake,G.C.M.G. with a recommendation that one

copy be sent to H.B.M.Minister in Peking and another to the

Foreign Office so that steps may be taken to obtain a rescis-

sion of the said order.
